Building urban community resilience in the Philippines

Communities are leading the design and development of resilience plans and projects across five countries with the help of the Urban Climate Change Resilience Trust Fund (UCCRTF), Oxfam, and partners.
 

Together they are providing resources to facilitate a process of community-led resilience planning and implementation of small-scale initiatives to complement ongoing or planned ADB investments. This project, called Building Resilience at the Community Level, covers 10 cities and highly urbanized towns in the five countries: Patuakhali and Faridpur in Bangladesh; Makassar in Indonesia; Yangon in Myanmar; Sialkot and Abbottabad in Pakistan; and Malay (Aklan), La Trinidad (Benguet), Del Carmen (Surigao del Norte), and Janiuay (Iloilo) in the Philippines.

UCCRTF team facilitated a community consultation with municipal officials, council members, and fisherfolks in Del Carmen in the province of Surigao del Norte, Philippines. 

In the Philippines, community resilience plans were developed in the four municipalities from July to October. Along with local partner Philippine Rural Reconstruction Movement (PRRM), key hazards and vulnerabilities were identified and addressed through an inclusive and transparent resilience planning process that engages the community in understanding their municipality’s policies, programs, and plans.

This process is a practical and flexible approach to create a plan that will guide the community on how to reduce their vulnerabilities, manage risks, and enhance resilience for all.

The UCCRTF team organized a community consultation with municipal officials, council members, and farmers in Barangay Betag in La Trinidad. 

La Trinidad Mayor Romeo Salda said: “We are proud that we are part of this community assessment and resilience planning process. It is a convergence where we (at municipal level) have an opportunity to know the real concerns of communities especially the most vulnerable. Together, we are finding innovative solutions for us to become more resilient.”

Based on the resilience plans developed, each community was tasked to select a pilot project that would help take the resilience plan further. UCCRTF will then support a range of activities to implement and sustain the identified pilot projects.

This Building Resilience project strives to contribute to a climate resilient urban future through community-led resilience-raising initiatives that are integrated in institutional planning systems and processes. The project takes an urban systems approach that supports climate change integration into city planning, project development and implementation, and knowledge sharing and capacity building. The aim is to help ensure that poor urban dwellers in the target cities, especially vulnerable groups such as children, women, and the elderly, are able to realize their rights and improve their well-being despite different shocks and stressors.
